Does PayPal report transactions to the IRS for international students in the US?

Short answer: PayPal does not automatically report every transaction to the IRS, even for international students. It reports only when your account triggers specific IRS reporting rules. If you meet all legal requirements to earn money in the US, the rules are the same.

 

When PayPal reports information to the IRS

 

PayPal must send a tax form (called Form 1099-K) to the IRS only when the money in your account is considered business or self-employment income and you cross the IRS thresholds. At the moment, the federal threshold is in transition, but the safest working rule is:

  • $20,000 or more in payments received for goods or services, and
  • 200 or more transactions for goods or services

If both are met, PayPal reports it. If not, it usually does not. Some states have lower thresholds, so PayPal may report at the state level even if the federal numbers are not met.

 

Important details for international students

 

  • Personal transfers: Money sent by family or friends is not reported as income and does not trigger 1099-K reporting.
  • Side gigs and selling items: If you are paid through PayPal for doing work or selling goods, PayPal may classify this as business activity. This can trigger reporting if you cross thresholds.
  • Visa rules: F1 and J1 students cannot legally work off campus without authorization. Even if PayPal does not report small amounts, the IRS and immigration rules still treat unauthorized income as a violation.
  • Verification: PayPal may ask for a Social Security Number or ITIN. This is normal. It does not automatically mean something is being reported to the IRS; it is for identity verification.

 

If you already meet all requirements to work legally

 

If you have a valid work authorization and earn income through PayPal, reporting rules are the same as for any US worker. PayPal only reports if you cross the official thresholds. Even if PayPal does not report, you are still required to report your income on your tax return.

 

Practical guidance

 

  • Keep clear records of where your money comes from.
  • If it is family support, label it as personal transfers.
  • If you are earning income, check whether your visa allows that income type.
  • Do not ignore verification requests; they often prevent future account freezes.
