Are there PayPal limits for international students in the US?

PayPal does not have special limits only for international students. The limits depend on whether the account is verified. If all required verification steps are completed, international students can usually use PayPal with the same limits as any other user in the United States.

 

How PayPal limits work for international students

 

PayPal places temporary limits on new or unverified accounts. These limits affect how much money can be sent, received, or withdrawn. They are not based on your visa type or student status, but on what information PayPal can confirm about your identity.

  • Unverified accounts: These have low send and withdrawal limits. Sometimes they cannot receive larger payments. PayPal keeps these limits to prevent fraud.
  • Verified accounts: Once identity checks are completed, most limits are removed. Daily or annual limits become the same as for any other verified U.S. user.

For international students, the challenge is usually verification. PayPal needs to confirm who you are and that you are legally in the US. This is normal and not a red flag.

 

What verification requires

 

  • Valid US address: A campus dorm or off‑campus apartment is fine. It must match what you enter in PayPal.
  • Phone number: A US number is strongly preferred. Some foreign numbers fail SMS verification.
  • Bank account: Linking a US bank account (Chase, BoA, credit union, etc.) removes many limits. Linking only a foreign card often keeps restrictions in place.
  • ID document: PayPal may ask for a passport, US state ID, or visa document. Upload photos clearly.
  • SSN or ITIN: If PayPal asks for a tax number, this is for identity checks, not taxes. Students without SSN can usually use ITIN. Not every account is asked for this, but many are.

If all the above are completed, PayPal treats the account the same as any fully verified US account. There are no student‑specific caps afterward.

 

If you already meet all requirements

 

If you already have a US phone number, US bank account, verified identity, and PayPal shows your account as fully verified, then you are already at normal limits. You can send, receive, and withdraw with the standard US thresholds. Any restrictions you still see usually come from security flags, not from your student status.

Short version: being an international student does not limit PayPal. Verification is what matters, and once completed, your account works like anyone else's in the US.
