Can international students link an international bank account to PayPal in the US?

No, an international student cannot link a non‑US (foreign) bank account to a US PayPal account. Even if all other requirements are met, PayPal US only accepts bank accounts that are opened inside the United States.

 

Why PayPal US will not accept an international bank account

 

A US PayPal account is designed to work with the US banking system. It connects only to accounts that are part of the US ACH network, which is the system used to move money between American banks. Foreign banks are not part of that network, so PayPal cannot verify or withdraw from them. This applies to every student, even if your foreign bank uses the same name as a US bank or supports international transfers.

 

What you can link to a US PayPal account

 

  • A US checking or savings account: Any bank or credit union in the US is fine. PayPal will do two small test deposits to verify it.
  • A debit or credit card: International cards usually work for payments, but not for withdrawing money.
  • PayPal Balance: You can keep funds inside PayPal, but withdrawals require a US bank.

 

If you already meet all other requirements

 

Even if your identity is verified, your phone number is US-based, and your PayPal account is in good standing, you still cannot link a foreign bank account. Those requirements do not change the banking rule. The system simply cannot connect to accounts outside the US.

 

What international students should do instead

 

  • Open a US bank account as soon as possible: Most campuses have partnerships with local banks. A passport, I‑20/DS‑2019, and address are usually enough.
  • Use your foreign bank only for sending money to your US bank: Services like international wire transfers or Wise can move funds if needed.
  • Verify your PayPal account only after your US bank is active: This avoids freezes or failed verification attempts.

 

Small but important notes

 

  • You do not need a Social Security Number to open most basic student accounts or to use PayPal, but PayPal may ask for one later for higher limits.
  • VPNs can trigger PayPal security checks: If possible, avoid logging in through a VPN until the account is fully set up.

Once you have a US bank account, linking it to PayPal is usually quick, and the system becomes much easier to use.
