Can international students withdraw PayPal funds to an international card while in the US?

Directly: In almost all cases, PayPal does NOT allow an international student in the U.S. to withdraw money to a non‑U.S. card while their PayPal account is registered in the United States. Even if all other requirements are met, PayPal blocks withdrawals to foreign cards for U.S. accounts. The student must link a U.S. bank account or, in some cases, a U.S. debit card issued by that bank.

 

Why PayPal blocks withdrawals to international cards on U.S. accounts

 

A U.S. PayPal account is treated by PayPal as a U.S. financial product. For that reason, withdrawals are allowed only to:

  • U.S. bank accounts (checking or savings)
  • U.S. debit cards issued by those banks

Foreign cards do not pass PayPal’s region rules. This is not about visas or immigration status; it’s simply how PayPal separates financial systems by country.

 

What works if the student already meets all requirements

 

  • If they already have a U.S. bank account: They can link it in PayPal and withdraw normally. PayPal will send two small deposits to verify; after confirming them, withdrawals should work.
  • If they have a U.S. debit card from that bank: Often they can withdraw instantly to that card for a small fee.
  • If PayPal still blocks withdrawals: The account may need identity verification. PayPal may ask for passport, visa page, I‑20/DS‑2019, or a U.S. address document. Once verified, bank withdrawals usually unlock.

 

What to do if they do not have a U.S. bank account yet

 

  • Open a basic checking account at a student‑friendly bank (Chase, Bank of America, Wells Fargo, local credit unions). Passport, I‑20/DS‑2019, and school ID are usually enough.
  • Do not rely on international cards for receiving PayPal funds while in the U.S.; they almost always fail at withdrawal.

 

Practical notes

 

  • VPNs can cause security holds; log in without one when linking banks.
  • Using an address from your home country on a U.S. PayPal account can freeze the account; keep all details U.S.-based.
  • Money cannot be withdrawn to someone else’s card or bank; PayPal requires the names to match.

In short: a U.S. PayPal account pays out only to U.S. banking tools. Once a student links a verified U.S. bank account or debit card, withdrawals work smoothly.
