You can create a PayPal account in the US as an international student using a valid email, your US address, a US phone number, and a US bank account or card. You do not need a SSN to create the account, but PayPal may later ask for identity documents.

Go to PayPal’s website, choose Personal Account, enter your email, US address, US phone number, and link a US debit card or bank account. Then confirm the email and phone. After that, verify your identity if PayPal asks.

  • Email: Any email works. This becomes your login. Keep it active because PayPal sends verification links.
  • US address: Use your real US address such as dorm, apartment, or temporary housing. PayPal uses it for identity checks and legal compliance.
  • US phone number: Needed for security codes. PayPal often rejects foreign numbers. A prepaid SIM like from T-Mobile or AT&T works fine.
  • US bank account or debit card: Linking one lets you send and receive money smoothly. A student checking account from a bank like Chase, Bank of America, or a credit union is accepted. PayPal will make two small deposits to confirm it.
  • ID verification: Sometimes PayPal lets new users operate without ID at first. If they ask, you can upload passport pages and sometimes an I-20 or visa page. This is normal and not a sign of trouble.
  • SSN: PayPal usually asks only if you start receiving larger amounts or keep a balance for long. If you do not have an SSN yet, choose the option to verify with passport or other documents.
  • VPN warning: Do not sign up while using a VPN. PayPal may freeze accounts if location data looks inconsistent.
  • Freezing risk: Most freezes happen when the name on the bank account does not match the name on PayPal. Make sure both use the same spelling as in your passport.
  • Payments and rent: Landlords rarely accept PayPal. Use PayPal mainly for online purchases and transfers to friends.
