How do international students verify their identity on PayPal in the US?

International students in the US verify their PayPal account by submitting a valid passport, a US address, and a US phone number. If they already meet all requirements, PayPal simply asks for photos of their ID and a quick confirmation of phone and address.

How PayPal Verification Works for International Students

PayPal needs to confirm two things: who you are and where you live. Because many new students do not have US IDs yet, PayPal accepts a foreign passport as the main document. The whole process happens inside the PayPal app or website.

  • Identification document: A passport is usually the easiest. Some students can also use a foreign national ID card, but passport works more reliably.
  • Proof of US presence: PayPal asks for a US phone number you can receive texts on. This number cannot be a foreign SIM roaming in the US. A prepaid SIM from T‑Mobile, AT&T, Verizon, Mint, or Google Fi works.
  • Address confirmation: You must enter a US address. A campus dorm, apartment, or temporary housing is fine. PayPal usually verifies the address passively (no documents required) unless the system flags something.
  • Bank or card link: Linking a US bank account or debit card further confirms identity. Most students use their new campus bank account or a service like Wise or Revolut US (if eligible).

If You Already Meet All Requirements

When you already have a passport, US phone number, and US address, PayPal normally asks you to:

  • Upload photos of your passport (front page only).
  • Take a quick selfie for facial match.
  • Confirm your US phone number by receiving a text code.
  • Link a US bank account or card to lift sending and receiving limits.

Once these steps are complete, your account usually becomes fully verified within minutes or a few hours. If anything fails, it almost always relates to blurry photos, using a foreign phone number, or entering an address that does not match USPS formatting. Fixing the details and retrying usually resolves it.
